Flood risk reduction by parallel flood defences – Case-study of a coastal multifunctional flood protection zone

In this paper the safety of a double-dike system (or twin dikes) is assessed. Such consist two parallel lines flood defences. During storms combined strength defences must prevent flooding hinterland. A culvert can be implemented for tidal exchange sea water to enable new land-uses in area between dikes such as aquaculture, saline agriculture, salt marsh restoration and clay extraction. We develop general framework assessing double dike systems apply simplified version Double Dike Eemshaven Delfzijl (The Netherlands) test method. doing so, we aim quantify protection benefits defenses their use multifunctional strategies. Within transmission hydraulic loads by seaward landward case-study was described overtopping, overflow erosion outer slope, alongside discharge through event non-closure. For subset coastal with tall (as case-study), results show only negligible improvement compared single system. With addition first dike, risk will reduced second if its height sufficient retain non-closure during common storm events. These are potential uses inter-dike zone, e.g. nature restoration, rather than measure primarily improve protection.
